按照《山东海事局关于进一步加强和规范应急值班工作的通知》要加大信息化在应急值班和突发事件应急处置中的应用，利用现有或新开发相关辅助支持信息系统，提高值班和应急处置的科学化水平。

按照《山东海事局关于进一步加强和规范应急值班工作的通知》第一时间处置应对。要迅速启动应急响应，按照“就近、就便、就快”的原则，协调、指挥、调动应急处置力量前往搜救，最大限度的避免或减少突发事件造成的人员伤亡、水域污染和财产损失。
